In this first edition, we’re spotlighting The Safety Navigator—a new charitable organization under the FS Charitable Fund—that was born out of the devastating floods in Central Texas that took the lives of campers and counselors. We caught up with Charlee Johnson of The Safety Navigator to learn more about their mission, the current challenges they face, and their clear intent: to keep kids safe while protecting the joy and magic of summer camp.


Understanding The Challenge
On July 4th 2025, catastrophic floods swept through Central Texas, claiming over 135 lives across the region. Among them were 27 campers and counselors at a summer camp, whose lives were tragically cut short.

In the months that followed, the parents of the 27 girls united to form the Heaven’s 27 coalition. Together, they channeled their grief into advocacy, working closely with lawmakers to draft and champion new legislation designed to strengthen camp safety standards and ensure no community faces the same preventable tragedy again.

What Are The Roadblocks For Camps?
New legislation and regulations create implementation challenges. Camps juggle seasonal staffing, tight budgets, and the day-to-day realities of running a busy program. Translating new requirements into practical, everyday actions takes time, expertise, and resources that many camps don’t have in-house.

Without the right support and expertise, there’s a risk implementing the new safety legislation becomes a paperwork exercise, rather than the meaningful change it was designed to be.
